This policy brief summarizes the positive results of a rigorous evaluation of Reading Partners, a widely used program that offers one-on-one tutoring provided by community volunteers to struggling readers in low-income elementary schools. A total of 1,265 students in 19 schools in three states were randomly assigned to receive Reading Partners' tutoring or to an "as-is" control condition. Findings revealed that the program had a positive effect on reading comprehension, on the ability to read sight-words efficiently, and on fluency. These encouraging results demonstrate that, when delivered on a large scale and implemented with fidelity, Reading Partners can serve as an effective tool in improving reading proficiency and warrants wider use in school reform efforts.
