This is Patsy Takemoto Mink. She was a congresswoman from Hawaii (the first WOC, first Asian American woman, and first woman from Hawaii to be elected to congress) and she was one of the cosponsors of Title IX. Apparently, when she passed away in 2002, Title X was renamed the Patsy T Mink Equal Opportunity in Education Act.
