I was looking forward to a straight narrative detailing how Lex Luthor became the US president. Instead, this book is a collection of short stories (some no more than two pages long), that detail his rise to power. Some are better than others, and as usual in a collection like this, the quality varies drastically. The tale is interesting, but the execution is uneven.
